  • 30.12.2010: REVISION OF PENSION OF PRE 2007 ABSORBED RETIRED BSNL EMPLOYEES: The Cabinet Memo proposing revision of pension of the absorbed retired BSNL Employees, after incorporation of the corrections, is now learnt to have received final approval of the MOC&IT. The required number of copies of the Memo along with the Hindi Translation are likely to be sent by the concerned Section of DOT to the Cabinet Secretariat in a couple of days time after completion of other formalities.

  • 24.12.2010: REVISION OF PENSION OF THE ABSORBED BSNL EMPLOYEES RETIRED PRIOR TO 1.1.2007: Information received from reliable sources indicate that the Cabinet Memo proposing revision of pension of the absorbed BSNL Employees who retired prior to 1.1.2007 may take some more time for being put up to the Cabinet for its decision. DOT, as was stated to have been advised by the Cabinet Secretariat, modified the original Memo and submitted the same to MOC&IT. The MOC&IT had seen the same and said to have suggested for a few corrections/changes. DOT, thereafter, is reported to have already acted accordingly and re-submitted the file to MOC&IT for his approval. Efforts are being made to send the Memo to the Cabinet Secretariat at the earliest. These developments are not uncommon and there is no need to press the panic button.

  • 24.12.2010: AIBSNLREA WRITES TO CMD, BSNL TO ALLOW THE OPPORTUNITY TO THE BSNL EMPLOYEES RETIRED PRIOR TO 1.1.2007 TO CHANGE THEIR OPTION FOR REIMBURSEMENT OF COST OF OUTDOOR TREATMENT: FROM ‘WITH VOUCHER’ SCHEME TO ‘WITHOUT VOUCHER’ SCHEME AND VICE VERSA: AIBSNLREA has requested CMD, BSNL to allow the BSNL Employees retired before 1.1.2007 to
    change their option for reimbursement with voucher scheme to without voucher scheme and vice versa for outdoor treatment in the same manner as has been allowed to others

  • 16.12.2010: CCAs TO DOWNLOAD REVISED IDA ORDERS FROM DPE WBSITE TO MAKE PAYMENT TO THE PENSIONERS: DOT has since issued orders instructing the CCAs to download the revised IDA Orders from DPE website and make payment to the pensioners accordingly. This is to avoid delay and inaction by the CCAs on the plea of non-receipt of Orders from DOT Headquarters. AIBSNLREA has been pleading with DOT to issue such instructions since long.   • 15.12.2010: REVISION OF PENSION OF PRE 2007 ABSORBED RETIRED BSNL EMPLOYEES : The Cabinet Memo proposing revision of pension of the absorbed retired BSNL Employees, who retired before 1.1.2007, is very much with the Cabinet Secretariat and likely to be put up at the earliest opportunity. In the background of the political scenario in the country, we may have to wait a little more to know the cabinet decision.

  • 09.12.2010: GB MEETING OF AIBSNLREA, WEST BENGAL STATE BRANCH :- West Bengal State Branch of AIBSNLREA arranged Vijaya Sammelani along with a General Body Meeting on 27.11.2010 in Telegraph Institute Hall, CTO Building, B.B.D.Bagh, Kolkata. One hundred fourteen members attended the meeting. The meeting was presided over by Shri A. K. Basu Roy. The members observed one minute’s silence in honour of the departed souls of the members who expired during the period of last few months. S/Shri N.H.Siddique, State Secretary, A.K.Chatterjee, Asst State Secretary, S.R.Palit, State Finance Secretary apprised the members about the Pension revision case, medical facilities and many other issues. The members pointed out some differential treatment in the circular revising the Orders on BSNL MRS in respect of pre-2007 and post 2007 retirees and desired that the matter be taken up at the appropriate forum. The meeting ended with vote of thanks given by the President.

  • 03.12.2010:AIBSNLREA SEEKS INTERVENION OF CMD, BSNL IN REGARD TO THE PROBLEM OF THE RETIRED BSNL EMPLOYEES RESIDING IN THE MTNL SERVED AREA IN REGARD TO SETTLEMENT OF TELEPHONE BILLS: AIBSLREA has since requested CMD, BSNL to intervene in the matter of difficulties being faced by retired BSNL Employees residing in the MTNL served area in Delhi for payment and reimbursement of telephone bills.   • 03.12.2010:AIBSNLREA WRITES TO CMD, BSNL TO REVIEW THE DECISIONS AS CONTAINED IN BSNL’S ORDER DATED 08.09.2010 REGARDING MEDICAL FACILITIES FOR THE RETIRED EMPLOYEES: AIBSNLREA has requested CMD, BSNL to review BSNL’s Office Order dated 08.09.2010 and bring more improvements in regard to the medical facilities for the retired BSNL Employees.   • 01.12.2010: GB MEETING OF AIBSNLREA, KOLHAPUR BRANCH (MAHARASTHRA STATE): Kohlapur Branch of AIBSNLREA held a General Body meeting on 31.10.2010 in the Conference Hall of BSNL. Thirty members attended the meeting and a new member from Sangli joined the Association. The meeting was presided over by Shri R P Kulkarni, President of the Branch. Shri D K Joshi, Secretary of the Branch apprised the members about the pension revision case and many other issues. Shri P S Kulkarni, who hosted the meeting and also the Lunch for the invitees, made a presentation about the LIC schemes to benefit the pensioners and their kins. Shri Ajay Kajve also spoke on the same issue. Shri A K Kulkarni, Finance Secretary of the Branch gave vote of thanks.

  • 19.11.2010: BSNL REPLIES TO OUR REPRESENTATION ON REMOVAL OF SOME GENUINE GRIEVANCES REGARDING THE BSNLMRS: BSNL has since responded to our letter dated 27.08.2010 [View the letter…………] already appearing in our website. BSNL ‘s reply dated 5.10.2010 conveys that (1) DA as in the month of April for the financial year for which the claim pertains to (instead of the financial year in which one retires) will be added to the basic pay at the time of retirement to decide the maximum limit for imbursement of medical bills (outdoor treatment), (2) this facility is not available to those opting reimbursement without voucher, (3) medical advance cannot be granted to the retired employees due to administrative reasons.   • 19.11.2010:REVISION OF PENSION OF PRE-2007 ABSORBED BSNL PENSIONERS: Sources say that the Cabinet Memo sent by DOT for revision of pension is yet to be disposed of by the Cabinet. There is every possibility that the matter will
    take some more time considering the fact that the Government is preoccupied with handling various scam charges.

  • 11.11.2010:DISPUTE IN THE MATTER OF PAY FIXATION IN CASE OF GROUP B OFFICERS WHO OPTED FOR IDA PAY SCALE FROM THE DATE OF PROMOTION WHICH HAPPENED TO BE AFTER 1.10.2000 RESULTING IN REDUCTION OF PENSION: The retired absorbed Group B Officers who had opted to retain the CDA pay scale till their promotion and then switch over to IDA pay scale as per one of the terms and conditions for absorption in BSNL have been receiving reduced pension due to arbitrary action by many CCAs who did not allow the pay fixation benefit already earned by them while in service. In some cases, even part of DCRG payment was withheld. The matter was being pursued with BSNL and DOT for a long time. There had been litigation on the matter also. DOT has been examining the matter in consultation with Department of Public Enterprises and Ministry of Finance. Now DOT has issued clarification/guidelines to CCAs to extend the pensionary benefits to all retired/retiring BSNL employees who had opted for pay fixation in IDA pay scale from the date of promotion after 1.10.2000, provisionally, on execution of bonds.   • 30.10.2010:GOVERNMENT DECLINES OUR REQUEST TO ALLOW FIXATION OF PENSION ON LAST PAY DRAWN TO THE PRE-2006 RETIREES: DoP&PW has since informed us that the Ministry of Finance (Dept of Expenditure) has not agreed to extend the benefit of fixation of pension on last pay drawn to the pre-2006 pensioners.[ View the letter .................]

  • 20.10.2010:CABINET MEMO FOR REVISION OF PENSION OF PRE-2007 BSNL PENSIONERS: The Cabinet Memo proposing revision of pension of the pre-2007 absorbed BSNL pensioners is likely to be sent for approval of the cabinet within the next few days.

  • 28.09.2010:REVISION OF PENSION OF THE ABSORBED BSNL EMPLOYEES RETIRED BETWEEN 1.10.2000 AND 31.12.2006 : DoT is reported to have finalised the Cabinet Note taking into account the comments/views received from all the four Ministries/Departments.  The Cabinet Note will be submitted after approval by the competent authority in DoT.

  • 15.09.2010:REVISION OF CEILING ON OUTDOOR TREATMENT FOR BSNL RETIRED EMPLOYEES: BSNL has issued orders revising the ceiling on outdoor treatment for BSNL employees who retired before 1.1.2007 and for those who retired after 1.1.2007 and also for those who have opted for claim with voucher and those who have opted for claim without voucher.   • 09.09.2010:REVISION OF PENSION OF THE ABSORBED BSNL EMPLOYEES RETIRED BETWEEN 1.10.2000 AND 31.12.2006 : DoT is reportedly waiting for the comments/views to be received only from DPE.  Comments/Views from the other three Ministries/Departments are already available and are reported to be in order.  Cabinet Note is expected to be finalised after receipt of comments/views from DPE.  Revision of Pension is proposed on IDA pattern only despite attempts by some quarters to get it in CDA pattern which would have been detrimental to the interests of the BSNL employees. 

  • 02.09.2010:REVISION OF PENSION OF THE ABSORBED BSNL EMPLOYEES RETIRED BETWEEN 1.10.2000 AND 31.12.2006 : It is learned that so far two Ministries/Departments out of the four Ministries/Departments which were sent the draft Cabinet Memo by DOT for their comments/views have responded. Response from the other two is awaited.

  • 23.08.2010:AGB MEET OF CHENNAI UNIT OF AIBSNLREA : The AGB of Chennai unit of AIBSNLREA was held at 1730 hrs on 12th Aug 2010 in the IETE hall at Gopalapuram. The meeting was presided by com V.R.Krishnan,President and attended by 48 members and also a few retired DOT/BSNL officers. The President in his welcome address elaborated on the action taken by the association in expediting the cases of pension refixation, drawing of arrears and issue of revised PPO by meeting the CCA, AOs in Pension cell. Com. A.Ganesan Secretary in his report highlighted the issues taken up at MOC level regarding 50% merger and revision of pension as per VI CPC recommendations. He also welcomed the new members who enrolled on this day. The total membership of Chennai has increased to 80 (eighty). Com. S.Ratnasubramanian, Joint Secretary CHQ, Com. V. Chinnapappiah AGS CHQ, Com. G.Natarajan Chairman Co-ordination Committee of Pensioners Associations of CHTD and TN circle and Com. Sivasamy Retired DGM (Fin) addressed the AGB.  Chief Guest of the session Sh.G.Alagarswamy Principal CCA, Tamilnadu circle graced the occasion with his presence and a very interesting talk on pensioners issues. He suggested that different pensioners unions and associations should come under a single umbrella and then only all our cases can be projected to the BSNL body properly to get redressed to our favour.He also emphasized the pensioners associations should insist to the Govt to form a panel or Tribunal consisting of top level members from BSNL, DOT and DoP & PW to settle all cases of pensioners. Being a pensioner friendly officer, his speech was well received by the members.

  • 02.08.2010: REVISION OF PENSION OF THE ABSORBED BSNL EMPLOYEES RETIRED BETWEEN 1.10.2000 AND 31.12.2006: The draft cabinet memo has finally been sent to the concerned Ministries/Departments (DOP&PW, DPE, Dept of Expenditure, DLA) to obtain their views/comments. On receipt of the response from these Ministries/Departments, the Memo will be given the final shape by including these views/comments and sent to the Cabinet for consideration.

  • 18.07.2010:REVISION OF PENSION OF THE ABSORBED BSNL EMPLOYEES RETIRED BETWEEN 1.10.2000 AND 31.12.2006: It is reported that the financial issue involved in the matter of revision of pension as contained in the draft cabinet memo has been examined by the concerned section and the file resubmitted.

  • 15.07.2010:ANNUAL G B MEETING OF AIBSNLREA NAGPUR : The Annual meeting of All India BSNL Retired Executive’s Association East Vidarbha Branch Nagpur was held at Amenity Block, TO Compound, Nagpur on 11-7-2010. The meeting was chaired by Shri N.G.Talewar President AIBSNLREA Nagpur. The meeting started with paying homage to departed members. Shri P R Bhujbal Secretary welcomed the new members. Shri S L Dravekar CHQ Org. Secretary addressed the house and briefed the current major issues of the BSNL pensioners. He informed the house about the ongoing developments in DOT and BSNL . Shri P.R.Bhujbal Secretary Nagpur mainly focused his speech on the main important issues confronting the DOT and BSNL pensioners viz. IDA pension revision of Pre 2007 retirees and necessity to strengthen the AIBSNLREA. Review of BSNL medical policy, acute delay in refixation of IDA pension and payment of difference of DCRG and commutation by CCA Mumbai to the BSNL employees of Nagpur Branch retired after 1-1-2007 on retrospective pay revision on implementation of II PRC report.wef 1-1-2007 were highlighted. The important orders issued by BSNL regarding encashment of HPL against short fall in Earned leave of 300 days/and other various orders issued by DOP&PW related with 6th CPC recommendation were read out and discussed. The meeting evoked thumping response from the members. Near about 100 members from Nagpur and other stations participated in the meeting. The BSNL retired executives felt secure under the umbrella of AIBSNLREA Nagpur. The queries raised by number of pensioners were answered by Secretary/CHQ Org Secretary/and president. Members vehemently demanded for the immediate settlement of revision of pension and payment of pensionary benefits to the BSNL pensioners by CCA Mumbai.. The 31 new retired executives joined the association and all became the life member of AIBSNLREA. After enrollment of 31 new life members on the day, the total strength of life members of Nagpur Branch has reached 151. All life members of the branch were congratulated on the occasion of second anniversary of Nagpur Branch. Shri N K Jhamb Org Secretary Nagpur made earnest appeal to all members to pay donation to AIBSNLREA Nagpur on receiving the arrears payment from CCA Mumbai. In response to this appeal ,Shri S D Ghuse Ex Retired DE RTTC Nagpur donated Rs 5000/- and Shri C R Khedkar Retd Sr SDE Wardha donated Rs 500/- to the Branch .Shri N G Talewar President addressed the gathering and emphasized the necessity of the BSNL pensioners’ unity. Shri Arun Deshpande Vice president and Shri B M Majumdar Fin Secretary made sincere efforts for the grand success of the meeting. The vote of thanks were extended by Mr N K Jhamb Org Secretary and the meeting ended with vote of thanks to the chair, and all participants.

  • 11.07.2010: IDA increase w.e.f.1.7.2010: Orders are expected to be issued by DPE increasing IDA by 0.3% for CPSEs where last pay revision was implemented w.e.f. 1.1.2007 and by 0.5% where last pay revision was implemented w.e.f. 1.1.1997.

  • 02.07.2010:REVISION OF PENSION OF THE ABSORBED BSNL EMPLOYEES RETIRED BETWEEN 1.10.2000 AND 31.12.2006 : The draft cabinet memo which was ready to be sent to the concerned Ministries/Departments for their comments/views for inclusion in the final cabinet memo is yet to move further. It is reported that some verification on financial issues was desired by Secretary (T) which is said to be almost ready.

  • 27.06.2010:MEETINGS/DISCUSSIONS:
    KOLHAPUR BRANCH (MAHARASTRA STATE): A GB Meeting was held in the Conference Hall of Telephone Bhavan, Kolhapur on 12-6-2010. The meeting was attended by 35 members including 4 new members. Shri G L Joshi, was in the chair. He welcomed the members and also new enrolled members for entering the group for enjoying the Second Inning of the life. Secretary Shri D K Joshi, informed the members about the activities of the Association in the state and elsewhere in the country. He gave the latest position of the case of Revision of Pension of BSNL retirees after 1.1.2007 and action taken by the CHQ and other pensioners’ organization. He informed about the action taken at Divisional level on issues like revision of pension of retirees consequent to implementation of II Pay revision Report in respect of the pensioners of Kolhapur, Sangli and Satara SSAs. He asked the members to ensure that the entries regarding the revised pension/Family pension are made in the Books by the concerned PO/Bank authorities. Members shared their various experiences with Tours& Travalling, Socila services and discussed issues of general interest of the members. The meeting was also addressed by the Sponsorer M/s Hiremath Financial Consultants, Kolhapur who briefed the House on various investment opportunities for Retirees They gave the full acounts of various Schemes under MFs and Bonds and Debentures. The Members showed keen interest in the subject. The Meeting ended with vote of thanks by Shri AK Kulkarni, Traesurer of the Branch to all participants and also to M/s Hiremath Consultants and GMT Kolhapur etc

  • GUJARAT STATE: S/Shri B M Bhavsar and A B Patel, President and State Secretary of State Branch met Smt Darshna Momaya Dabral, CCA Gujarat at Ahmedabad on 10.06.2010 and discussed about revision of pension cases of the pensioners who retired after 1.1.2007. The CCA gave a patient hearing to them and assured to settle the same at the earliest. The representatives of the Gujarat State Branch of AIBSNLREA comprising of S/Shri B M Bhavsar, President, A B Patel, State Secretary, S M Chamar, Vice President, Y K Patni, Assistant State Secretary also met Shri V K Sajanani, GM(Admn), Gujarat Circle on his invitation on 16.06.2010 and discussed the various individual problems of the retirees. PGM (Vigilance), DGM(Admn) and AGM(Estt) of Gujarat Circle were also present in the meeting.

  • UP STATE BRANCH: S/Shri R S Arora, UP State Secretary, A P Singh, Asst Financial Secretary, S N Tripathi, Secretary, Lucknow Branch and K B Gupta, Executive Member of Lucknow Branch met General Manager (Finance) on 22.05.2010 and discussed about non-implementation of Order dated 22.10.2009 regarding reimbursement of medical expenses on revised pay scales to the post 1.1.2007 retirees. GM (Finance) assured to get the Order implemented expeditiously and advised DGM(Finance) accordingly. They also discussed other problems of the pensioners with GM (Finance).

  • 16.06.2010:REVISION OF PENSION OF THE RETIRED ABSORBED BSNL EMPLOYEES: The news appearing in some websites indicating the negative status of the case for revision of pension of the absorbed BSNL Employees who retired between 1.10.2000 and 31.12.2006 have created a panic situation and resultant frustration in the minds of the affected pensioners. There were even reports that DOT is contemplating revision of pension in terms of CDA equivalents which is another unknown and impracticable concept. However, we have no such information. All that we know is that the draft Cabinet Memo has been finalized and the same will now be sent to Department of Pension & Pensioners’ Welfare, Department of Expenditure, Department of Public Enterprises and Department of Legal Affairs. The revision is proposed to be on IDA pay scale with IDA DA and same percentage of fixation benefit as has been applied in case of the serving BSNL employees whose pay scales were revised w.e.f. 1.1.2007. In fact, the proposed revision is in the same line as we had been demanding with full justifications. On receipt of the comments on the proposal from the above stated Departments/Ministries, the same will be incorporated in the final Cabinet Memo and sent to the Cabinet for approval of the proposal contained in the Memo.

  • 10.06.2010: GENERAL BODY MEETING OF HYDERABAD BRANCH (AP STATE) OF AIBSNLREA: Hyderabad Branch of AP State held a General Body meeting on 29.05.2010 at Vasavi Kalyana Mandapam Auditorium at Hyderabad. The meeting was arranged by S/Shri Durgaprasad and M V S Sarma. Shri N Koteswara Rao presided over the meeting. Shri B V Subbaiah, Branch Secretary apprised the members about the issues taken up and settled by the Branch. He also stated that the membership list and the list of hospitals under MRS have been compiled and circulated among the members. He further mentioned that the Association maintains a very cordial relationship with the local administration and is able to solve the personal problems of the members amicably. 15 new members joined the Branch during the meeting. Shri Suryaprakash, AP State Secretary also addressed the House and apprised the members on National issues.

  • 13.05.2010: REVISION OF PENSION FOR THE ABSORBED BSNL PENSIONERS: DOT is said to be still preparing a Cabinet Memo on the above issue. We have earlier told DOT that the matter could be settled by the Telecom Commission itself and there is no need to seek approval of the Cabinet. Both Deptt of Legal Affairs and DOP&PW, whom we sent copy of our representationm dated 21.04.2010, have also forwarded the same to settle the matter as per extant rules/orders on the subject. However, it appears that DOT is all set to approach the Cabinet only. We have again represented to DOT that fitment formula to be applied for revision of pension must be the same as already ordered for the serving employees of BSNL. As per the DOP&PW OM dated 11.12.2008, the benefit is at present available to those who retired on or after 1.1.2006.   • 21.04.2010:AIBSNLREA WRITES TO SECRETARY (T) REQUESTING IMMEDIATE REVISION OF PENSION/FAMILY PENSION OF THE BSNL EXECUTIVES RETIRED BETWEEN 1.10.2000 AND 31.12.2006 AS PER EXTANT RULES/PRINCIPLES BY APPLYING SAME FITMENT FORMULA AS APPLICABLE TO THE SERVING EMPLOYEES OF BSNL: In the background that some over enthusiastic inidivisuals and Organisations are giving long rope to the DOT to further delay the revision of pension of past pensioners by suggesting some impracticable and suicidal propopsals regarding the fitment formula to be applied for revision of pension and advancement of date of revision of pension, AIBSNLREA writes to Secretary (T) and others to follow the principle of applying the same fitment benefit as applicable to the serving Govt employees and Govt pensioners and also to the the serving PSU/CAB Employees and the absorbed CG pensioners in the PSUs/CABs like FCI, Port & Dock pensioners. The principle of application of same fitment formula to the serving employees for revision of their pay scales and the past pensioners for revision of their pension has to be followed in case of absorbed BSNL pensioners also.   • 16.04.2010:REVISION OF PENSION OF THE ABSORBED BSNL PENSIONERS RETIRED BETWEEN 1.10.2000 AND 31.12.2006: We find to our dismay that some proposals are being sent to DOT by some over enthusiastic persons and Organizations asking for the same fitment formula for revision of pension of the absorbed BSNL pensioners which was given to the Central Government employees and its past pensioners. DOT is also being asked to revise the pension w.e.f. 1.1.2006. Whatever may be their expectation out of these proposals, it appears that their references to DOT are counter productive and misplaced. One has to bear in mind that revision of pension of the past pensioners who do not get direct benefit of revision of pay scales whenever ordered, are governed under some settled principles and law. Revision of pension of past pensioners has to take place only from the date the pay scales of the serving employees are revised. Revision of pension of the past pensioners is directly linked with the revision of pay scales of the serving employees and also from the same date. Revision of pension of the absorbed BSNL pensioners is therefore due only w.e.f. 1.1.2007. It cannot be advanced to an earlier date. Let us not forget the cases of the CABs/PSUs where the pension of the absorbed past pensioners are revised following revision of pay scales of their serving employees. Already DOT has delayed revision of pension of the absorbed BSNL pensioners over one full year on the pretext of revision on presumptive CDA pay scales. Unfortunately at that time, some Unions and Executives' Associations of BSNL/MTNL continued to lend their support to this move apparently to help the unabsorbed ITS Group A Officers even at the cost of the BSNL pensioners. The proposals for CDA fitment formula w.e.f 1.1.2006 from the individuals/unions would only help the DOT to delay and deny revision of pension. Our Association had been consistently asking the DOT from the day one to revise the pension of the absorbed BSNL pensioners with the same fitment formula of 30% of the gross pension plus 78.2% of IDA and w.e.f. 1.1.2007 as granted to the serving PSU Employees by DPE.   • 15.04.2010:East Vidarbha Branch of AIBSNLREA Nagpur (Maharashtra) meets Director of Postal Accounts Nagpur: Shri S L Dravekar CHQ Org Secretary(West) along with S/Shri N G Talewar, President, P R Bhujbal, Secretary, P Majumdar, Financial Secretary of East Vidarbha Branch met Ms.Swati Pandey, Director of Postal Accounts, Nagpur on 8-4-2010. The representatives of the Association expressed unhappiness over the inordinate delay in payment of revised Industrial Dearness Relief to the BSNL retired executives who are drawing monthly pension through the post offices. They requested immediate action to expedite implementation of revised IDR orders issued by CCA Maharashtra Mumbai. The Director of Postal Accounts, Nagpur assured them to expedite payment and sort out the matter.

  • 13.04.2010:AIBSNLREA, West Bengal STATE BRANCH MEETS CCA, DOT Cell, Kolkata: The representatives of West Bengal State Branch of AIBSNLREA comprising of S/Shri B.B.Chowdhury, State President, N.H.Siddique, State Secretary, S.R.Palit, Financial Secretary, Arun Chatterjee, Asst Secretary, N.C.Maji Asst Secretary and Biplab Guha, Asst Financial secretary and Achyutananda Mandal, Member, met the CCA, Kolkata on 08.3.2010 and discussed some important pending problems of the members. The main issue discussed was in regard to ‘CCA Authorization’ for revision of pension/DCRG/Commuted Value etc arising out of 6th CPC recommendations for pre-2007 pensioners and the some of those retired on or after 1/1/2007 and covered by the 2nd PRC. The official side presented a list with the details of the cases so far sent to Banks/Post Offices with revised CCA authorization. It was further informed that about 350 cases have since been sent to Banks/POs and a good number of cases were yet to reach CCA office from the different CTD units. The CCA also assured that all pending cases would be settled by 31/3/2010. The Association demanded a time bound arrangement for payments by different Banks and Post Offices and requested intervention of the CCA in this regard. The CCA informed that they had already taken up the matter with the concerned Banks and Postal authorities. However, the association’s request to ensure lump payments of DCRG/Commuted value etc by the CCA unit itself as was being done prior to 1/12/2009 was not agreed upon by the CCA. The Association side wanted working out a mechanism at the CCA level with the object to help the pensioners for getting information on issues relating to settlement of pension cases. The Joint CCA told that the administration has already thought about the matter to ensure transparency in the subject and would soon try to open a web site exhibiting the details of the pensioners cases. The long pending case of “withheld DCRG” of about 12 pensioners came up for discussion. The official side did not agree to refund the withheld amount until a clear instruction from DOT is received. The association protested against this stand. It was also intimated by the official side that a communication was made to CGM, CTD seeking his opinion as to whether the withheld DCRG would be sent to CTD or refunded to concerned pensioners. The Association did not endorse the stand taken by the CCA since there was no such instruction for recovery of the amount by the circle head. Regarding the issues pending with CCA WB, it was informed by Shri Anil Kishore, CCA CTD that Mrs. Urmimala Singh has since taken over the independent charge of CCA WB and the cases of WBT, ETR, Project, Stores, Factories etc may be taken up with her.

  • 07.04.2010:REVISION OF PENSION OF THE ABSORBED BSNL PENSIONERS: We have been reporting that DOT is considering the proposal for revision of pension of the ex-DOT Employees since absorbed in BSNL and retired between 1.10.2000 and 31.12.2006. The proposal is under examination in DOT Finance. We have not been able to give further details, since DOT Finance was taking its own usual time to complete its exercise. We believe that DOT Finance would shortly give its views. But that is not the end of the road. We had reported at the initial stage itself that the proposal might have to finalized in consultation with other concerned Ministries like DOP&PW and Deptt of Expenditure. Therefore, no one can predict any definite time frame for settlement of the issue. After a year-long exercise, DOT had only come to the conclusion that the revision of pension has to be on IDA pattern and not on CDA pattern as was originally proposed. Other modalities which include method of fixation of revised pension are yet to be decided.

  • 01.04.2010:AHMEADABAD BRANCH (GUJARAT STATE) HOLDS MEETING: Ahmedabad Branch (Gujarat State) of AIBSNLREA held a meeting of its members on 28.03.2010 in the Government Circuit House at Ahmedabad. Eighty (80) retired BSNL Executives attended the meeting. S/Shri B M Bhavsar, State President and A B Patel, State Secretary addressed the House.   • 01.04.2010:UP STATE BRANCH HOLDS MEETING: The Executive Committee meeting of the Uttar Pradesh State Branch was held at 14.00 Hours on 26.03.2010 at Lucknow. The meeting started with the opening remarks by Shri S N Shukla, State President. Shri R S Arora, State Secretary apprised the members about the activities of the State Branch on organizational and welfare front. Various problems of the members were discussed and decided to pursue the same at the appropriate level.

LUCKNOW: The representatives of UP State Branch of AIBSNLREA comprising of S/Shri R S Arora, State Secretary, Ambika Singh, State Finance Secretary, S N Tripathi, Secretary Lucknow Branch and U C Srivastava Branch Executive, met the CGMT Lucknow on 17.3.2010 and discussed a few important pending problems of the members. They were assured prompt action to expedite implementation of the Orders.

  • 15.03.2010:REVISION OF PENSION OF THE ABSORBED BSNL EMPLOYEES RETIRED BETWEEN 1.10.2000 AND 31.12.2006: The proposal put up by the concerned section of DOT to revise the pension on IDA pattern is currently said to be under examination in the Finance Wing of DOT. Besides revision of pension on IDA pattern, there are other related issues on which policy decision is being taken.

  • 26.02.2010: REVISION OF PENSION OF THE ABSORBED BSNL PENSIONERS RETIRED BETWEEN 1.10.2000 AND 31.12.2006: The case for revision of pension on IDA pattern is still under process in DOT. The case may be taken up with cabinet. The process is having different stages including consultation with concerned Ministries and inclusion of their views/comments in the final memo. Moreover, internal consultations are also involved. It may take at least three/four months to know the final outcome. At this stage we can only to monitor the case and act as per requirement.

  • 08.02.2010: REVISION OF PENSION OF THE ABSORBED BSNL PENSIONERS RETIRED BEFORE 01.01.2007: DOT is yet to prepare detailed proposal for revision of pension of those absorbed employees of BSNL who retired between 1.10.2000 and 31.12.2006 on IDA pattern. It is yet to be decided whether the proposal would be taken up with the Cabinet or only with Department of Expenditure and Department of Pension & Pensioners’ Welfare. However, only satisfying development is that DOT has climbed down from its earlier adamant attitude that revision was to be done on CDA pattern only and linked the issue with absorption of ITS Officers. Regular visitors of this website know that AIBSNLREA was single handedly opposing DOT’s move and prepared a detailed case in support of revision of pension of absorbed BSNL pensioners on IDA pattern. It knocked the door of all concerned Ministries including Ministry of Law & Justice, Department of Pension & Pensioners’ Welfare. It took us exactly one year to bring DOT and the issue on right track. Even at this stage we are to keep our fingers crossed. Many more hurdles are yet to be crossed. AIBSNLREA is closely monitoring the developments and would take right action at the right moment. It is also on record that many Employees’ Unions and Executives’ Associations in BSNL and MTNL extended their open support to the DOT for revision of pension on CDA pattern. Some people even accused us that as if we were misguiding the pensioners and revision of pension on CDA pattern in more beneficial. Today these people seem to be more jubilant that DOT has finally climbed down and is to take up revision of pension on IDA pattern. If this change in their stand is real, we welcome it.

The meeting was presided over by Shri N G Talewar .The meeting discussed the following issues:- .Revision of pension of the Executives retired between 1-10-2000 to 31-12-2006 on IDA pattern, benefit of 50 % merger of DR with the basic pay to BSNL Executives retired before 31-12-2006, .Re-fixation of IDA pension and payment of difference towards DCRG / commutation in respect of Executives retired on or after 1-1-2007, Payment of BSNLMRS outdoor treatment charges as per revised pay scales wef 1-1-2007 for the executives retiree after 1-1-2007. Inordinate delay in payment of revised IDA to BSNL pensioners receiving pension through post offices and few nationalized banks Shri P R Bhujbal Secretary and Mr S L Dravekar CHQ Org Secretary addressed the gathering and highlighted the above pension issues at CHQ and other local issues at SSA/and CCA Mumbai level. Members expressed satisfaction on the rigorous efforts being taken at CHQ. The meeting was attended by a large number of members. Nineteen new members enrolled this time and became the life members of the association. Thus the total membership of the Nagpur Branch has reached 120.   • 17.01.2010: BHOPAL BRANCH OF AIBSNLREA MEETS MEMBER (FINANCE), TELECOM COMMISSION: Shri K Nagarajan, Secretary of Bhopal Branch of AIBSNLREA along with Shri O P Sharma met Smt K Vijayalakshmi Gupta, Member (Finance), Telecom Commission on 13.01.2010 during her visit to Bhopal and discussed the issue regarding revision of pension of the absorbed BSNL pensioners retired before 1.1.2007.   • 11.01.2010: REVISION OF PENSION OF BSNL RETIREES: It is reported that DOT is now to examine the entire issue of revision of pension based on the inputs collected from FCI etc where pension is paid by the Government on IDA scales. After a decision is taken on principle, DOT may take up the matter with other concerned Departments.

  • 08.01.2010:ENCASHMENT OF LEAVE ON REVISED IDA PAY SCALES: BSNL has issued orders for encashment of leave on revised IDA pay scales with effect from 1.1.2007. The letter reiteates its stand that whenever there is revision of pay scales, the pension has also to be revised and quotes an Order by Hon'ble Supreme Court in support.
